The “Police-Guard-Civilian” Minimal Co-governance Units Won Honor!

Recently, the vigilantes Chen Jiahao and Xue Luyang from the “police-guard-civilian” co-governance unit of Xixi Huacheng residential quarter in Hangzhou helped the police identify and apprehend a suspect and therefore received a commendation notice from the Wuchang Police Station in recognition of their exemplary deeds.

The diligent property management staff of Binjiang Property brought another good news. Fang Junting, a police officer from Dongcheng Police Station of Yongkang Municipal Public Security Bureau, visited the Yongkang Urban Bund property service center joint-governance station, the “police-guard-civilian” minimal co-governance unit of the residential quarter, and solemnly granted a certificate of honor to the Binjiang Property’s property management team, commending their outstanding performance during the summer public security rectification campaign.


Hangzhou Xixi Huacheng

On August 28th, a theft occurred in Xixi Huacheng, a residential quarter under the jurisdiction of Wuchang, Hangzhou. The on-duty vigilantes Chen Jiahao and Xue Luyang assisted the public in reviewing the residential quarter’s surveillance footage and soon identified the suspect. Later, thanks to their professionalism, they keenly spotted the suspect during a patrol and reported to the command room of Wuchang Police Station immediately. They followed the suspect closely, eventually apprehending the suspect with the police.

Binjiang Property’s service center at Xixi Huacheng fully leverages the role of the pilot project of the “police-guard-civilian” co-governance units, and the two vigilantes, Chen Jiahao and Xue Luyang, take the initiative to shoulder and diligently fulfill their responsibilities to build a security defense line named “police-guard-civilian” co-governance for the jurisdiction.

“We expect you to keep up your work and give more play to the co-governance station!” It is the expectation of Fang Junting, a police officer from Dongcheng Police Station of Yongkang Municipal Public Security Bureau, for the property management staff of Yongkang Urban Bund’s service center.

At 15:43 on June 2nd, while patrolling near the sales center, Luo Xiaofei and Wang Mengfei, two order team members of Yongkang Urban Bund’s service center, spotted a suspicious man dismantling plastic water pipes and construction materials.

“What are you doing?” Luo Xiaofei and Wang Mengfei immediately stopped the man, who, noticing that Luo Xiaofei and Wang Mengfei were approaching, dropped the things in his hands and fled away. Luo and Wang chased closely and finally apprehended the man in a nearby park. They called the police, and the police soon arrived.

With the continuous extension of the “police-guard-civilian” co-governance service, the Dongcheng Police Station actively cooperates with other units such as Binjiang Property’s service center at Yongkang Urban Bund to bring the role of the “police-guard-civilian” team into full play, enhancing grassroots governance and maintaining social order.

“Police-guard-civilian” minimal co-governance units are the smallest joint governance teams led by the police, composed of security guards of various units, and supplemented by various social forces, with joint patrols, collaborative emergency response, and joint community administration as their main tasks and the maintenance of social security as its purpose.
